JUDGE ADVOCATE GENERAL'S CORPS, U.S. NAVY, ACTIVE DUTY (1990-1997)
Capra was a direct appointment to the U.S. Navy Judge Advocate General’s Corps in September 1990. Upon graduation from law school, entrance into the Florida Bar and completion of Naval Justice School, Capra reported to Naval Legal Service Office, Pensacola, Florida in March 1993, where he served as a prosecutor and Special Assistant U.S. Attorney.
Capra subsequently served as Assistant Force Judge Advocate for U.S. Fifth Fleet in Bahrain from April 1994 to November 1995 and as Force Judge Advocate for Operation Deep Freeze in Antarctica from November 1995 to November 1997.
JUDGE ADVOCATE GENERAL'S CORPS, U.S. NAVY, RESERVE (1997-PRESENT)
Capra left active duty in 1997 and subsequently served with the U.S. Navy Reserve in support of the Office of Military Justice, Office of the Judge Advocate General. He later served as the Staff Judge Advocate for the U.S. Fifth Fleet reserve unit at McDill Air Force Base, Tampa, Florida.
In 2006, Capra was selected as Executive Officer of the Naval Legal Service Office, Northeast reserve unit, serving at Naval Air Station, Jacksonville, Florida.
OPERATION ENDURING FREEDOM / OPERATION IRAQI FREEDOM (2002-2007)
In February 2002, Capra was mobilized in support of Operations Noble Eagle and Enduring Freedom. From February 2002 until January 2003, Capra served as Staff Judge Advocate for Mobile Security Group Two, Norfolk, Virginia. Capra was again recalled to active duty in January 2004 in support of Operation Iraqi Freedom. From January to August 2004, Capra served as Assistant Force Judge Advocate, anti-smuggling legal officer and international legal liaison for U.S. Fifth Fleet to Combined Joint Task Force SEVEN in Baghdad, Iraq.
In March 2004, Capra was wounded in Basra, Iraq by enemy insurgents who detonated a radio controlled improvised explosive device under his military convoy. The U.S. Navy awarded Capra the Purple Heart and the Combat Action Ribbon.
Capra was mobilized for a third time from January to June 2005. During that time, he served as Assistant Force Judge Advocate with U.S. Fifth Fleet in Bahrain. In his capacity as an international operational lawyer, Capra made several trips to countries throughout the Middle East, including Iraq and the Horn of Africa.
In July 2006, Capra was mobilized for a fourth time to Joint Task Force-Guantanamo Bay (JTF-GTMO), Cuba as Deputy Director, Staff Judge Advocate, and later as Executive Assistant to the Commander, JTF. In that role, Capra provided counsel to JTF-GTMO in relation to detention facilities for enemy combatants.
In April 2008, Capra was mobilized for a fifth time to Task Force 134, Detainee Affairs, in Baghdad, Iraq for 6 months and is currently the Officer-in-Charge for the Central Criminal Court of Iraq Liaison Office.
